The Committee on European Integration concluded that the Bill on Nuclear Waste Treatment conforms to the Law of the European Union

Under the bill (Reg. No. 8795), centralized storage for PWR nuclear
fuel of national nuclear power plants is a part of integral complex of nuclear
waste treatment of State Specialized Enterprise "Chornobyl NPP" (SSE ChNPP). The bill reads that the building owner of
centralized storage directs funds at the rate of 10% of the total contract
price of construction of objects of specialized purpose in Slavutych
city, Ivanivske and Poliskyi
districts of Kyiv region according to the register adopted by Kyiv Regional
State Administration, The funds are recorded in the contract price of
centralized storage. Transfer is made proportional to the assimilated capital
investments according to the bookkeeping operations without recording of the
value-added tax.
The committee concluded that according to
the subject of legal regulation the bill refers to the power industry,
including nuclear power. Legal relations in this sphere are regulated by the Treaty
on the Functioning of the European Union, Directive 2003/54/EC of the European
Parliament and of the Council concerning common rules for the internal market
in electricity repealing Directive 96/92/EC and also Council Directive
92/3/Euratom on the supervision and control of shipments of radioactive waste
between Member States and into and out of the Community.
The committee concluded that the bill
conforms to the above-mentioned international documents and the European law.
